Ms. Liu graduated from the University of California, San Diego, cum laude, in 1984 with a Bachelor of Arts Degree in Communications. She received a Master of Arts Degree in Communication Studies from Northern Illinois University in 1986, and a Juris Doctor Degree from the University of North Carolina, Chapel Hill in 2000.
Prior to joining The Banks Law Firm in 2002, Ms. Liu practiced in another North Carolina law firm as a member of its Business, Government Affairs, Environmental, and Litigation sections. Her areas of concentration at The Banks Law Firm include public housing law, affordable housing and community economic development law, and environmental law. Ms. Liu has taught seminars and lectured in the areas of international business law and transactions and affordable housing transactions.
Ms. Liu’s experience in transactional work includes all aspects of HOPE VI development including mixed-finance and low income housing tax credit transactions; site acquisitions; environmental compliance and remediation; entity formation; preparation of proposals and evidentiaries; and negotiations with HUD, developer partners and lenders. She has advised public housing authorities on Section 8 tenant-based and project-based matters, Section 32 and Section 8 homeownership regulations, deconcentration of poverty regulations, fair housing laws, energy conservation financing, landlord-tenant matters and other issues related to HUD compliance. She has also provided general counsel support to public housing authorities, including providing legal advice on open meeting and public records issues.
Ms Liu is admitted to practice before the United States District Court, Eastern District of North Carolina. She is a member of the American Bar Association, North Carolina State Bar, and North Carolina Bar Association Business and Environmental Sections.
